Innovation in Louisiana Government Fellowship
About the Fellowship

DCFS believes that its staff, along with state and community partners, represent a powerful force for change through innovative solutions to critical social issues.

It is striving to build a department culture of leadership and innovation that fosters creative problem solving and allows people the opportunity to explore new ideas that will better serve our clients, partners and communities.

DCFS seeks nominations from across the state of those individuals who have demonstrated leadership in delivery of social services. Nominees should share the commitment of DCFS to improve service delivery systems and thereby improve life for all Louisianans. DCFS encourages the nominations of individuals from within state government and from community-based organizations. 

How the Fellowship Works

Over the course of the three-month fellowship, fellows will gain skills and tools to be more effective leaders as Louisiana modernizes the methods by which social services are delivered in the state. A key element in this process will be the planning of individual Fellowship Projects. Nominees should have ideas/projects which they are ready to develop into implementable initiatives over the course of the fellowship. Only three projects will be chosen to support with DCFS resources. However, options are available to nurture your concept developments-working with department and DCFS Advisory Board mentors.

The IGL Fellowship:
  • Equips leaders with skills and tools to successfully implement projects which will change the way social services are delivered
  • Builds a network of skilled, visible and committed advocates who will shape inclusive and equitable community social service policies
  • Links leaders to each other, to policymakers, and to information and communications technology
  • Impacts public policies that affect underserved communities

Program Elements and Timeline
Announcement of Fellowship Class: Late July/Early August 2010

Opening Summit: August 2010
This meeting will last two days and will include:

  • Orientation to the Fellowship
  • Leadership Development Training
  • Project Management Training
  • Change Management Training
  • Team-building Activities
  • Introduction to Fellowship Projects
  • Roundtable discussions on policy and other important issues
  • Special Speakers representing Business and Industry
  • Meet DCFS' Advisory Council members
Mid-Term Summit: Late September 2010
This meeting will last two days and will include:
  • Inspiring High Team Performance
  • Influence Communications with Key Stakeholders
  • DCFS Roundtable Executive Lunch with Fellows
  • Project Groupwork
  • Team-building Activities
  • Introduction to Fellowship Projects
  • Roundtable Discussions on policy and other important issues
Closing Summit and Graduation: November 2010
This meeting will last two days and will include:
  • Further Leadership Development Training
  • Presentation of Projects
  • Graduation Activities
During the course of the Fellowship, Fellows will utilize a virtual learning environment in order to collaborate via activities including web-based virtual meetings and teleconferences.  Individualized coaching will also be provided to each fellow to explore and enhance leadership development.

Stipend and Expenses


Each Fellow, upon completion of the Fellowship, will receive a $1,000 individual stipend.    

  Nominations and Selection

The Fellowship will be awarded to nominated individuals who have shown leadership skills and the potential for driving solutions in delivering social services. Fellows will be selected by an external Social Services Council consisting of leaders in government and community that advises DCFS on policy and program issues on a regular basis. DCFS is particularly interested in individual fellows who can foster change in several areas including:
  • Business processes that achieve cost savings and/or increased efficiencies;
  • Intervention strategies that achieve improved client outcomes; and,
  • Promising systems level integration strategies that lead to improved service delivery that address DCFS’ Strategic Initiatives
Specific Criteria for Fellow Selection include:
  1. Quality of nominee’s Fellowship Project proposal.
  2. Demonstrated leadership in social services.
  3. Experience with or demonstrated interest in designing and implementing new idea to impact social services.
  4. Ability to work in partnerships and contribute to peer-learning.
  5. Commitment to applying information and communications technology as a strategy and tool in learning and project development and management activities.
Round III applicants are urged to access DCFS’ website for information relative to the One DCFSconcept and Strategic Initiatives focus.

As part of the selection process, nominees may be interviewed either in person or by telephone.

About the Advisory Board

The Leadership Forum Advisory Board will serve an important role in a series of new initiatives designed to cultivate a culture of leadership and innovation in social service delivery.

The Advisory Board will be comprised of representatives of community-based and non-governmental agencies, as well as government and industry.

DCFS will consider individuals for the advisory board who share in the agency’s vision that Louisiana children, families and individuals are safe, thriving and self sufficient and who are committed to fostering strategic innovations to make this vision a reality. Potential board members are:
  • Recognized leaders with a demonstrated interest in fostering innovation in social services;
  • Knowledgeable in social services related business processes, cost savings, efficiencies, intervention strategies, improved service delivery and client outcomes, or systems level integration; and
  • Willing to serve if appointed and to commit the necessary time, energy and effort to contribute to activities related to the Innovation in Louisiana Government Fellowship.
The primary responsibilities of the board include advising DCFS on policy and program issues on a regular basis and will provide input on innovative solutions to help streamline DCFS services and increase the efficiency of business practices.

The board also will be responsible for confirming 15 individuals selected as program fellows for the Innovation in Louisiana Government Fellowship. Board members will provide guidance to the fellowship class as they work to develop effective solutions to social service delivery that may be implemented, assessed and replicated.

The advisory board will be invited to participate along with other social service stakeholders in monthly Web casts, which will provide networking opportunities and updates on new and ongoing DCFS programs. As part of these meetings, DCFS will arrange for nationally recognized guest speakers to give lectures and facilitate discussions about issues that are important to the social service delivery system in Louisiana.
